    What Soviet?  He must have a really old and meaningless passport.  I still have a student ID.  It means nothing now.

    Was. The Soviet Union ceased to exist in 1991, ergo there are no Soviet citizens anymore. Putin himself was a high ranking officer in the KGB. Parnas is now a citizen of Ukraine.
